I did a brief search and found that there is a substantial amount of controversy among cosmetic surgeons regarding the ethics of extreme body modifications. But many such procedures get done, regardless. Board certification is not required for people who perform cosmetic surgery; Johanna Olson-Kennedy is board certified in pediatrics and adolescent medicine, but apparently not in plastic or cosmetic surgery. The American Board of Plastic Surgery recommends that patients seek out a certified surgeon, but there is no regulation or enforcement.
It could be a hoax, as ibbica suggests. Those really don’t look like human ribs, do they? Although it’s hard to tell, with nothing for scale. And there aren’t six entire ribs, either. I can see six broken bits.
