If H1B visas are why he is in the US, we need to get rid of them immediately. I would hate to think others like him would follow. (For the record, I am not suggesting we get rid of the visas; I am just suggesting that having him here has not improved our country in any way, though it has obviously improved his wealth.)
The ‘fuck your own face’ comment is likely a quote of Tom Cruise’s character in Tropic Thunder, who happens to be a well written and well acted parody of the … let’s call it the ‘ruthless arsehole businessman’ character type. Musk is arguing for what I think is a good and useful thing – a visa that lets USA diversify its workforce by recruiting from outside – but I’ll bet he sincerely wishes to emulate that character.
And so he ‘goes to war’ on the right side of an issue for once, but chooses the worst person to emulate.

Musk incidentally did not come to the US on an H1B. He came on a school visa, abandoned his course and went working, then somehow transferred to another visa type at a later date when caught out. He’s a fan of H1B because those workers are practically indentured and have to work as long and hard as he demands for whatever he pays- or leave the US.
