    Ah, but while RFC 2119 – Key words for use in RFCs to Indicate Requirement Levels clearly states “MUST This word, or the terms “REQUIRED” or “SHALL”, mean that the definition is an absolute requirement”, an errata was published as recently as May 2017 in the form of RFC 8174 – Ambiguity of Uppercase vs Lowercase in RFC 2119 Key Words in order “to reduce the ambiguity by clarifying that only UPPERCASE usage of the key words have the defined special meanings.”

    And the law does not use an uppercase SHALL, so neener neener!

    …wait, what do you mean, IETF RFCs don’t apply to USC?
