Going with passports is Self ID without saying so specifically. Many western nations, mine included, permit and even encourage passport shenanigans with respect to the sex marker. Fewer other nations do, giving western blokes an edge over women of colour from developing nations.
It also makes a mockery of his insistence that “this is not a transgender issue”, since their standards permit transgender athletes who are male to fight women, and the women won’t be told, safety and fairness not considered.

The other matter is that, if passport shenanigans are not legal, then there’s corruption, bribery etc as well, which has always, and will always exist. Such bribery and corruption is more endemic in some countries than others, totalitarian regimes in particular.
