I do wonder if it’s the same ladies, clutching and pulling at their skirt hems, fingers twisting anxiously, tiny giggles behind their glasses, holding out hope that a trans woman might be humiliated publicly for the crime of… getting changed at work.
She’s led a charmed life indeed if she’s never been or felt threatened by a man. Nevertheless, she has to be particularly cocooned to be entirely unaware of the statistics on sexual assault and rape by men and boys, or to have never read a single headline, or heard a single news piece about a sex crime committed by a man. As for so-called ‘trans’, there are hundreds of news articles just about sex crimes and murder committed by those male would-be sex frauds. Only this week the news outlets were dominated by a story where one of those people born with a penis murdered his husband horrifically.
To claim it’s a “fear of penises” is to leave out the relevant context: it’s a fear of penises where they do not belong. Women have learned, and many girls instinctively know, that encountering a penis where it shouldn’t be is a very strong indication that something terrible is about to happen. Indeed, simply showing a penis in many contexts qualifies as a crime all on its own: flashing. For a man to deliberately put his penis where he knows, or ought to have reasonably guessed that it wasn’t wanted is not a neutral act. It is an act of selfishness, domination and control, and women and girls have every right to be free of it, and have those men stopped, and punished for it when it occurs.

I think Ms. Webberley may be confusing a fear of penises with a fear of dicks.
