The widest possible interpretation (i.e. definition) of woman is Adult Human Female. That covers over half the human population. Just because some idiots think that there are some males that fit the description doesn’t render any facts. The interpretation doesn’t exclude “transgender women” because “transgender women” are not Adult Human Females by definition, they are “transgender women” which is a particular type of male, in a subcategory of males, not females. If their “interpretation” includes males, then their “interpretation” is faulty, again, by definition. How absurd.

If you define males who think / feel / identify / “present” in ways best left unspecified in, you define any biological female who fails to think / feel / identify / “present” in the ways required out. How many biological females still count as “women” by that standard? To answer that question would require specifying the best left unspecified parts, so don’t expect an answer any time soon. Pretty sure it’s less than half the world’s population, though. A lot less!
