Even if you substitute ‘citizen’ for ‘person’, which is probably closer to what he meant, it’s still dreadfully dehumanizing. The bill may help some non-US-citizens, which would be unacceptable to him. Now that he’s tested positive, I would wish him to be in some other country that would deny him help solely because he’s from some other country, and it’s against the law. Trouble is, I can’t think of a single one.
I’m sure the good people of Kentucky would help a fellow human being in need no matter where they were from, because it’s the humane thing to do. I hope they see that they have a senator that would have this outlawed, and is denying his own constituency of help on this basis.
Whoever wrote his speech is an illiterate moron too, but I won’t elaborate on that.
