I’m not sure if this is the reference they were going for but ‘blood bag’ was a term used in the movie Mad Max: Fury Road to refer to the titular character when he was captured, tied up, and forced to act as a living blood pump or whole blood transfusion in order to keep one of the baddies alive. If that’s what they were referring to, then I guess in this metaphor they’re the pseudo-vampires living on the suffering of others, who don’t see their ideological enemies as deserving of even basic bodily autonomy.
