I wonder if he actually had anything to do with the plan? It didn’t sound like him at all. Perhaps someone else, someone with a cooler head and a better grasp of the desperate situation, released the report.
Maybe someone was able to either a): talk some sense into him such that it lasted long enough for him to tweet it before it evaporated, and/or it was overwritten by the next Fox “News”outrage, or b): able to wrest his phone from him to punch that plan into the ether. To distinguish between these two scenarios, count the number of polysyllabic words; a higher than normal proportion would be good evidence for hypothesis b).
