I’m wondering if Trump found out about the letter only after it had been sent and that tweet is an attempt at saving face. ‘I am recommending..’ is a weird way to describe actions already under way; it is what is usually said before the recommendations are actioned. An after-the-fact statement requires the past tense, not the present.
I think he was blind-sided by this, someone told him told that Murphy had signed off and was sending the letter and he thought he could claim the credit before the media could announce it.

No mention in Trump’s twootle of any contribution made by Stormy Daniels. Clearly an oversight on his part.
