Citizens of Amsterdam have been complaining about all the tourists. This should help.

Maccabi fans behaved quite badly. The day before these incidents a group destroyed a taxi. Homes and businesses with Palestinian flags were vandalized. A significant number of them in the stadium refused to honour a minute of silence for Valencia flood victims, hooting it down (Spain has been one of the EU members more critical of Israel).
It would be a case of ‘fuck around and fight out’, but the obvious problem is that there is not a one-to-one mapping between the actual Maccabi hooligans and the Maccabi supporters who were hunted in the streets of Amsterdam.
