A “child”?
This is the “child” he’s talking about:
That is not a child. A minor, yes, but a child, no. He’s large, he’s aggressive, he’s male. He’s what’s colloquially known as a shit – a guy who goes out of his way to hassle and pester and get up in the faces of women who refuse to agree that he’s one of them.
So THAT’S what a shit looks like! Always wondered. ;-)
No, it’s not. This kind of shit is recognizable by its behavior, not its appearance. Mr Brooks looks like an amiable fella, but he isn’t one. At all.

Ok, but… if they’re asking us to consider these deluded young males as “children”, we can treat their perspective, self-awareness, self-evaluation capacities, and decision-making capabilities as child-like, no?
…of course I’m aware that that’s not acceptable to them, but one can dream.
