   I’m with maddog. I heard a lot of shouting, but didn’t see an assault. There were a lot of people standing around, and I couldn’t tell who was who.

   LWS says it’s the moment the police should have stepped in, not the moment the assault happened. LWS says the assault happened as a result of the police not stepping in, so the assault necessarily happened after.
