Millions upon millions of men wee safely in men’s rooms around the world every single day. You’re assuming something without stating the factual, empirical basis for your assumptions. Let’s see if your problem is really a problem. Let’s see if it’s YOUR problem, not OUR problem.
I’d like to know who nominated this individual for this role, and what basis. Was a government department (that is, FCDO) involved? If so, who took the decision and why? I really, really hope there was no official involvement and no public money involved.

Unfortunately I can’t find it this morning (would have sworn it was on James Esses’ Twitter, but it may have been removed) but last night I saw a short clip of this man being interviewed and as he was speaking he was (consciously or unconsciously?) making the ‘wanking’ gesture. Either he just intrinsically associates ‘performing’ as a woman with masturbating, or he’s demonstrating a peculiar form of duper’s delight.
