The Supreme Court set the stage for this in 2004-2005 when they said, Yeah, it’s wrong but we aren’t going to order that they fix it.
Texas has been Republican ever since. At least when I lived there some semblance of balance existed.
And, no, despite this sort of thing and many other things, and despite the Windrush scandal, among other things, in the UK (many victims have still not received redress for what they suffered), institutional racism does not exist as a result of the happy reduction of everything to the sovereign individual who exists, it appears, beyond any society and outside history.
We must be on parallel wavelengths, because I was JUST complaining about this (or, well, quoting a well known complainer) on facebook yesterday.
Ari Berman is one of the best complainers on this subject: literally wrote the book.
