Recall the author of an article on the Wennerstrom affair interviewing the Prime Minister of Sweden in his office asking about this fellow rummaging in the PM’s files. PM said he was a journalist critical of the PM’s party but the rules in Sweden allowed journalists wide access except for (hopefully narrow) areas of national security. Some jurisdictions have Freedom of Information (FOI) legislation but frustrate applications by journalists with excessive delays and redactions (e.g. U.K., Canada, …). The extrajudicial state-investor dispute settlement (ISDS) resolution tribunals of trade agreements may be held more or less in secret if the claimant says they involve proprietary intellectual property of the claimant. Older versions of official secrets acts could classify some types of information and documents as ‘munitions’ [sic] to hide them.
